Beslut i ärende om svenskt medborgarskap dröjer
I have been living in Sweden since September 2014. I worked here as a PhD student and now I'm a postdoc fellow In Stockholm. I got my permanent residence November 2018. I applied for Swedish citizenship October 2019 but I haven't received any response. I contacted the migration board and they said that the case officer has not been assigned yet. I want to fill the form Begäran om att avgöra ärende. I wonder if I should have a reasonable reason for getting the citizenship or I just need to send this form? How can I increase the chance for not being rejected?

Hi and thank you for turning to us at Fråga Juristen with your question! I will try to explain how the process works and give you some guidance.
Long queues
The migration board has long queues, therefor it’s not unique for your case that a case officer has not been assigned yet. The average waiting time for a decision in cases regarding swedish citizenship is 38 months.
Request to conclude a case
As you’ve mentioned in your question you can demand the migration board to decide in your case by filing the form called ”begäran om att avgöra ärende” or in english ”request to conclude a case”. When you file this form, the migration board either has to decide in your case or dismiss your demand to decide in the case within four weeks. If the board dismisses your demand you can appeal to the ”migration court” in Stockholm, which is a fairly simple process.
Summary and advice
It seems like you meet the requirements for becoming a swedish citizen. I can’t say this for sure though, cause I don’t have knowledge about the details surrounding your time here in Sweden. My advice to you is to file the form ”request to conclude a case” and see what happens. Hopefully, they will decide in your case and otherwise I recommend you to appeal.
